  3. secretary 1989 and chancellor of the
  4. Exchequer 1989-90. His initial positive
  5. approach to European Community (now European
  6. Union) matters was hindered from 1991 by
  7. divisions within the Conservative Party.
  8. Despite continuing public dissatisfaction
  9. with the poll tax, the National Health
  10. Service, and the recession, Major was
  11. returned to power in the April 1992 general
  12. election. His subsequent handling of a series
  13. of domestic crises called into question his
  14. ability to govern the country effectively,
  15. but he won some popular support with his Back
  16. to Basics campaign and launch of a joint
  17. UK-Irish peace initiative on North Ireland
  18. 1993. Despite local and European Parliament
  19. election defeats 1994, he managed to reassert
  20. some leadership of his party.
